Cupertino experienced a 110.4% increase in unhoused, unsheltered residents between 2023 and 2025, rising from 48 to 101 people. The countywide point-in-time count included West Valley Community Services, a new vendor and app, and direct volunteer surveys, which improved accuracy and captured previously undercounted residents. West Valley served roughly four new clients per week seeking food or basic assistance last year. The nonprofit has one caseworker for 255 homeless residents in the West Valley. Advocates link the increase to steady rises in rent burden and job loss rather than a sudden new trend.
