Kapoor joined the city manager's office in 2021, served as acting city manager after Pamela Wu's exit, and was interim city manager before formal appointment. The council confirmed the appointment after a closed session and a consent vote. Mayor Liang Chao praised Kapoor's leadership, highlighting efforts to reinstate stalled projects and improve internal processes, including reinstating hybrid meetings. Kapoor emphasized organizational resilience, expressed gratitude for community support, and said she will focus on strengthening internal improvements and building stronger communication with council, staff, and the community. Prior roles include two decades in San Jose and Fremont focused on business and economic development.
