Rebecca Ratcliff said many bike lanes are used by delivery cars to park, making it necessary to bike on sidewalks. Sometimes there is glass or debris on the street, also making it dangerous, and by not addressing these issues but implementing new polices will decrease the public's interest in bicycling, Ratcliff said."

Class one bikes with an electric motor and pedal-operated, and class two bikes with a pedal to activate the motor, will have a maximum speed limit of 20 mph. Class three e-bikes, whose motors only work when the rider is pedaling, are limited to riders over 16 and have a maximum speed of 28 mph. Electric scooters will be limited to 15 mph."
Redwood City Council postponed a planned discussion on setting speed limits and age restrictions for e-bikes and scooters. The measures aim to reduce accidents as e-bike use grows among children and teens. Residents urged exceptions such as allowing sidewalk riding where bike lanes are obstructed by delivery vehicles or covered with glass and debris. A proposed fine schedule would charge $50 for a first violation, $75 for a second and $100 for a third. Class 1 and class 2 e-bikes would be limited to 20 mph; class 3 e-bikes would be restricted to riders over 16 with a 28 mph maximum, and electric scooters would be limited to 15 mph. The rules would also ban wheelies and racing to discourage risky behavior.
