It also features an independent, citizen-led redistricting commission, to lessen the political nature of redrawing boundaries. Prop 50 (otherwise known as "The Election Rigging Response Act") would temporarily allow the state legislature, in its current session, to bypass the independent commission and redraw its own maps, likely handing five Republican-held House seats to Democrats."
New polling shows California voters strongly support a temporary change to the state's congressional redistricting process to blunt a Republican gerrymandering strategy in other states. The Trump administration has encouraged GOP-led states to redraw maps to gain more U.S. House seats in the 2026 midterms. Governor Gavin Newsom proposed Proposition 50 to allow the current California legislature to bypass the citizen-led independent redistricting commission and redraw maps now, aiming to reduce Republican-held seats in California. Prop 50, termed the Election Rigging Response Act, would likely convert about five Republican-held House seats to Democrats to offset GOP gains nationally.
