"The controversy reached a head when, in early August, Stockton's former interim city manager, Steve Colangelo, announced that his office had launched an internal investigation into $50,000 of public funds taken from a risk mitigation fund without his "knowledge or approval." Colangelo said investigators are looking into how the funds were approved, who was involved and whether any of the city's policies were violated. Colangelo's contract as the interim manager expired on Aug. 9."
