
"Feixiong Qin, who authorities said turned 66 after the collision and had addresses in Oakland and Hayward, died Jan. 11 at a hospital. He was riding a bicycle in a designated lane going southbound on Webster Street just after 5 p.m. Dec. 27 when according to initial police reports he was struck by a Toyota Prius making a turn from southbound Webster Street to westbound 12th Street."
"Police confirmed Qin was not wearing a helmet. The vehicle driver, a San Leandro man, remained at the scene and provided a statement to police, Lt. Tim Dolan, the lead investigator, said. The cause of the collision is still under investigation, pending follow-up interviews and retrieval of video surveillance camera footage of the collision, police said. It doesn't appear that alcohol or drug impairment was a factor in the collision, police said."

Police confirmed Qin was not wearing a helmet. The vehicle driver, a San Leandro man, remained at the scene and provided a statement. Investigators are conducting follow-up interviews and retrieving surveillance footage. Alcohol or drug impairment does not appear to be a factor.
