
"From rooftop collapses at St. Fratty's Day to noise complaints stacking up by the dozen, tensions between San Luis Obispo residents and Cal Poly students have hit a breaking point. A grand jury recently blasted the city's handling of the problem, and now, city officials are firing back. On June 23, the San Luis Obispo County grand jury issued a report concluding that the city had "failed to effectively enforce municipal codes" on fraternity housing, noise violations and unsanctioned street parties."
"City officials plan on pushing back against the findings, according to a SLO City Council report released Tuesday. They argued that the grand jury's findings were inaccurate, noting that senior staff from several departments - including police leadership, community development, code enforcement, the city manager and a council member - have already been investigating the problem and keeping extensive records."
San Luis Obispo County's grand jury concluded on June 23 that the city failed to effectively enforce municipal codes governing fraternity housing, noise violations and unsanctioned street parties. The grand jury cited repeated neighborhood clashes, property damage from massive crowds during St. Fratty's Day, and frequent police noise logs, saying lax enforcement made parts of the city almost unlivable for longtime residents. City Manager Whitney McDonald and city departments say they have been investigating and keeping extensive records and that McDonald sent the jury a memorandum identifying factual concerns before the report's public release. City officials plan to push back on the jury's findings and have rejected at least one proposed zoning response.
