San Jose and Caltrans reached an agreement allowing the city to clean and sweep 13 state-owned sites, with California reimbursing costs up to $400,000. The city is responsible for trash removal and encampment clearance and will provide outreach when possible two weeks before removals. City crews, Caltrans workers, and volunteers planted trees along the Highway 87 underpass and West Julian Street. The agreement builds on prior pacts and shortens the previous weeks-long permission process. Caltrans cleaned 9,200 cubic yards of debris and removed 115 encampments in San Jose last fiscal year, a 50% increase from the prior year. Outreach workers will offer services and generally follow a 72-hour rule for sweeps.
