A brush fire ignited in Topanga State Park shortly after midnight on Jan. 1. State Parks staff texted the Los Angeles Fire Department to ask whether bulldozers would be deployed. LAFD's Capt. Richard Diede refused use of a dozer, citing endangered plants and expressing confidence in his training. Newly released texts and depositions document interactions during the days after the Lachman fire rekindled on Jan. 7 and became the deadly Palisades blaze. LAFD faced criticism for leaving the burn area on Jan. 2 and not using thermal imaging. Plaintiffs allege the state failed to inspect and monitor the burn scar between fires.
