In October 2024 a Rikers Island social worker alleged that officers were routinely isolating severely mentally ill men in cells for weeks and months, a practice called "deadlocking." The city's Department of Investigation opened an inquiry days later, but the probe remained open and delayed for more than 450 days. A DOI spokesperson declined to comment while the agency operates under an acting commissioner after the prior commissioner resigned. New Department of Correction leaders with stated interest in improving conditions are expected, even as past officials denied that "solitary confinement" exists at Rikers. Confinement locations cited include intake areas, mostly vacant housing cells and shower stalls.
