Goodwin is a 37-year department veteran who began as a Probation Officer Trainee in 1987, later served as Deputy Commissioner of Adult Operations, retired in 2024, and earned national recognition for pioneering programs emphasizing education, employment and engagement. Kitasei will oversee workforce, assets, properties and procurement and brings experience across multiple mayoral administrations and community roles; she graduated magna cum laude from Princeton. Garcia served as EPA Region 2 Regional Administrator, worked in state environmental agencies and advocacy organizations, and taught law.
