Mayor announces picks for Probations, DCAS, Environmental Protection
"Commissioner Kitasei will oversee the city government's workforce, assets, properties and procurement efforts, and brings a wealth of experience across multiple mayoral administrations, having served as Chief of Staff to the First Deputy Mayor, Chief of Staff to the Deputy Mayor for Operations and Director of City Legislative Affairs. She also served as Chief of Staff to City Councilmember Margaret Chin and as Community Liaison for Community Board 1."
"Commissioner Garcia previously served as the U.S. Environmental Protection Agency's Regional Administrator for Region 2, overseeing New York and other areas, as well as with the state Attorney General's Office and the state Department of Environmental Conservation. She has also worked with GRIST Magazine and EarthJustice, and has taught at Rutgers Law School, Columbia University and New York University School of Law."
Mayor Zohran Mamdani appointed Sharun Goodwin Commissioner of Probation, Yume Kitasei Commissioner of Citywide Administrative Services, and Lisa Garcia Commissioner of Environmental Protection. Goodwin is a 37-year department veteran who began as a Probation Officer Trainee in 1987, later served as Deputy Commissioner of Adult Operations, retired in 2024, and earned national recognition for pioneering programs emphasizing education, employment and engagement. Kitasei will oversee workforce, assets, properties and procurement and brings experience across multiple mayoral administrations and community roles; she graduated magna cum laude from Princeton. Garcia served as EPA Region 2 Regional Administrator, worked in state environmental agencies and advocacy organizations, and taught law.
