Inside Government with PoliticsNY: A Q&A with Assembly Member Lester Chang
Briefly

Lester Chang represents Brooklyn's 49th Assembly District, covering Dyker Heights, Sunset Park, Borough Park, and Bensonhurst. Chang sponsored legislation targeting public safety, education, civil service equity, and cultural recognition, including measures to expand public sector opportunities for Asian American and Pacific Islander New Yorkers and to recognize Asian Lunar New Year as a public holiday. His office provides daily constituent services across housing, DMV, benefits, sanitation, and small business support, serving as a liaison with government agencies. Chang prioritized public safety and proposed Barreto's Law (A5876) to create vehicular manslaughter in the third degree and close legal loopholes after a fatal unlicensed-driver incident.
I am proud to have sponsored a broad range of legislation this session focused on public safety, education, civil service equity, and cultural recognition. This includes bills that will improve public sector opportunities for Asian American and Pacific Islander New Yorkers, commemorate October 7th, and recognize Asian Lunar New Year as a public holiday. Each reflects my deep commitment to justice, accountability, and honoring the communities I serve.
Public safety is the most pressing issue in my district. I introduced Barreto's Law (A5876) after Efrain Barreto was tragically killed by an unlicensed driver operating an unregistered moped, who had been arrested over 70 times. This bill creates the crime of vehicular manslaughter in the 3rd degree. It closes dangerous legal loopholes and aims to prevent tragedies like this from happening again.
