The Atlantic Avenue Mixed-Use Plan included the lot among five publicly owned sites for disposition and 100% subsidized affordable housing, with rezoning allowing up to 155 feet in height. Community Board 3 approved the project 22-6 but attached nonbinding conditions including height limits, fewer studios, 40% AMI average targeting, underground parking, and added green space. Local block associations organized meetings, engaged politicians, and collected over 1,600 petition signatures urging the city to retain public ownership and create neighborhood-sustaining green space.
