A provision in Massachusetts' $60.9 billion state budget for fiscal year 2026 will allow Boston restaurants to upgrade from beer and wine licenses to all-alcohol licenses. This change aims to support local businesses as both types of liquor licenses are capped by the state. The City Council is discussing this provision, with possible approval in the near future. If approved, businesses would have to return non-transferable all-alcohol licenses to the Licensing Board if no longer needed. Municipalities may also charge fees and impose additional requirements for this trading process.
"These new, upgraded liquor licenses will help strengthen our economy and support the local businesses that anchor our neighborhoods," Mayor Michelle Wu said.
Municipalities have to decide whether they want to adopt the provision, which Boston seems poised to do soon, allowing more flexibility in liquor licensing.
