Often called the mother of all crimes in international criminal law, aggression is committed when military force is used against another state illegally. The EU's top diplomat also said she would present a roadmap for European defence, including strengthening anti-drone systems, this week. The announcement comes following a surge of Russian hybrid attacks against European countries."

Zelenskyy held talks in Kyiv with European Union foreign affairs chief Kaja Kallas on new sanctions, using frozen Russian assets to fund reparations, and Ukraine's EU membership path. Kallas allocated €10 million to establish a special tribunal to try Russia's leadership for the crime of aggression and will present a roadmap for European defence. Russian forces struck Kharkiv with guided aerial bombs, knocking out power and hitting a hospital, and Russia reported destroying 40 Ukrainian drones while capturing villages in Kharkiv and Donetsk regions.
