The federal budget proposed on 17 November by the minority Liberal government was passed and includes a commitment to bring resale rights for visual artists to Canada. Resale rights will provide royalties for artists when their work is resold on the secondary market through intermediaries such as auction houses and commercial galleries, commonly set at around 5%. A prior 2022 effort to enact a 5% resale royalty did not succeed. The policy aligns Canada with more than 90 countries, following precedents from France (1920), the EU directive (2006), Australia (2009) and New Zealand (2024). Advocates characterize the royalties as a means for artists to share in the marketplace wealth they generate and to receive financial support and recognition for a lifetime of contributions to the arts.
