William E. Harrell is retiring as President and CEO of Hampton Roads Transit (HRT) in Hampton, Virginia, after serving since 2012. During his tenure, Harrell managed a $150 million budget, oversaw 1,050 employees, and operated a diverse fleet including 270+ buses and trolleys across 62 routes, 116 paratransit vehicles, four ferries, and nine light rail cars. His leadership achievements include securing the first-ever regional dedicated revenue source from the Virginia General Assembly in 2020 to fund the 757 Express network, launching Base Express shuttle service for Naval Station Norfolk, and implementing OnDemand Ridesharing pilot programs. The Transportation District Commission of Hampton Roads will conduct a search for his successor.
