A new bill from the Council, backed by Member Oswald Feliz, requires delivery app companies to provide certified e-bikes to workers or fund access to them. Initially more strict, the bill now allows companies to meet requirements through trade-in programs or subsidizing bike-share memberships. This compromise is seen positively, with industry representatives arguing it promotes safety and environmental benefits by encouraging a shift from gas mopeds to e-bikes. The discussions leading to the bill faced resistance from major app companies over costs already included in worker wages.
There's already $2.26 built into the minimum wage which is supposed to go for this exact type of thing: safety equipment, said Joshua Bocian of Grubhub.
At the end of the day what this will do is give [workers] access to inexpensive or free compliant devices, and move away from gas mopeds, said Josh Gold, Uber's senior director of policy and communications.
