Austin Resource Recovery is proposing amendments to its administrative rules for recycling and trash collection in Austin. The changes, presented to the Zero Waste Advisory Commission, aim to align the rules with current practices and resident needs. Notable amendments include adjusting the cart placement deadline to 5:30 a.m. and ensuring carts are positioned at least 5 feet apart. These rules also prohibit carts from blocking bike lanes and other public areas, addressing concerns raised by residents, particularly shift workers, regarding earlier timelines for cart placement.
"A lot of these amendments are being made to align with our existing operations and existing outreach," McCombs said. "Our rules have over time kind of fallen out of date, and we're needing to kind of catch up and get to where we are as a department."
The new text clarifies that carts must be out by 5:30 a.m. rather than 6:30 a.m., but can be put out anytime during the previous day and taken off the street anytime the following day.
The proposed changes address timing and the placement of carts, ensuring they are always 5 feet apart and clarifying their positioning to avoid bike lanes, sidewalks, driveways, or mail routes.
These amendments reflect valuable feedback from residents, particularly concerning the challenges faced by shift workers regarding the timing and placement of trash and recycling carts.
