A New Jersey State Police trooper was shot in the leg early Thursday while on patrol near the Paterson home of Representative Bill Pascrell Jr., who called gun violence a plague on America and said he was heading back from Washington, D.C., to check on his wife and neighbors. If a shooting can happen on the street of a member of Congress, it can happen anywhere, Mr. Pascrell, a Democrat who has been in Congress since 1997, said in a statement that indicated the violence occurred feet from his house.
