Howell shook off last week's four-interception, nine-sack stinker against the Bills to complete a career-high 71 percent of his attempts for 290 yards and the game-tying touchdown pass to Jahan Dotson as time expired in regulation.
He finished without a turnover and made clutch plays with his arm and legs when his team needed him most.
Washington took a lead into halftime for the first time this season, but the Commanders' 17-10 advantage evaporated during a lopsided third quarter in which the Eagles outgained them 162-18.
