GOP revolt opens up lane for votes on challenging Trump tariffs
"This isn't the purpose of a rule. It's meant to bring a bill to the floor set the parameters for debate. It's not meant to smuggle in unrelated provisions that expand the power of leadership at the expense of our members,"
"I think it's the job of Congress to take this vote and decide if tariffs are good, or if tariffs are bad,"
A House procedural rule failed 214-217 after Reps. Thomas Massie, Kevin Kiley and Don Bacon voted no. House Speaker Mike Johnson can only afford to lose one vote on party-line measures, creating leadership vulnerability. GOP leaders and the White House conducted an intense whip effort that ultimately failed. The vote had been postponed seven hours, left open about 90 minutes, and still failed. Language added at the White House's request would block tariff disapproval resolutions until July 31. House Democrats plan to bring a resolution challenging Trump's tariffs on Canada, forcing tough Republican choices. A similar GOP mini-rebellion previously shortened a tariff-vote ban.
