US foreign policy is stuck between Cold War memories and America First. In the 1990s the United States faced little global competition and enjoyed strong domestic support for globalization, alliances, and spreading democracy. Many Americans now prefer isolation from the rest of the world, and Western democracies are showing democratic backsliding. Long-term prosperity and security cannot be secured by unilateral bullying or acting like 'cowboys.' When the United States behaves like other autocracies, it loses credibility as a model for other nations and undermines the global influence of democratic norms.
