The House turned back a Republican effort on Wednesday to formally censure Representative Adam B. Schiff, Democrat of California, for his role in investigating and impeaching former President Donald J. Trump.The vote was 225 to 196 to table, or kill, a resolution by Representative Anna Paulina Luna, a Florida Republican who has allied herself closely with the former president.
