Northern Ireland's civil service was 'reactive rather than proactive' at the start of the Covid pandemic, according to former senior official Sue Gray.
Ms Gray highlighted the challenges faced by the civil service in being more reactive due to the absence of an executive, making it a 'really pressured time'.
