Emily Martins, 31, uses a manual wheelchair and holds a Blue Badge. PA Housing gave assurance of parking access before move-in to Venture House in Wandsworth. Her mother drives a mobility car to assist with daily tasks and outings but incurs repeated fines for using disabled bays on site. A resident permit requirement tied to vehicle registration prevented allocation of a permit because the car is registered to a different address. PA Housing will review whether a disabled parking bay can be reserved for visitors when one becomes available.
