Fifa's legal department relocation to Miami will see almost two-thirds of employees not relocating, causing high turnover and disruption, with around 50 positions still unfilled.
Concerns have been raised over delays in cases, including high-profile sexual abuse allegations, as almost 80 out of 120 legal department members in Zurich will have left by the move to Miami.
