Councilmember Omar Torres is taking steps to combat blight in San Jose by addressing neglected and abandoned properties through a proposed memo and study session.
Torres, along with Mayor Mahan and other councilmembers, aims to investigate the reasons behind the deterioration of historical buildings and the guidance received by departments responsible for them.
