Secretary of State Marco Rubio designated Comando Vermelho (CV) and Primeiro Comando da Capital (PCC) as Specially Designated Global Terrorists and planned Foreign Terrorist Organization status starting June 5. Rubio said both groups have thousands of members, carried out brutal attacks on Brazilian police, officials, and civilians, and expanded beyond Brazil. The designation followed lobbying by Senator Flavio Bolsonaro. The groups were singled out for using cryptocurrency for money laundering, with local media data placing them among Brazil’s largest crypto launderers. Brazilian federal police have targeted a network linked to PCC and Hezbollah, and reports say PCC has used bitcoin mining as a laundering facade since 2024 after Sao Paulo police linked Jacatorta mining to PCC via Anselmo Santa Fausta, known as Cara Preta.
