This ceremonial levee breach at Lookout Slough, north of Rio Vista, is a major milestone in California's efforts to restore tidal habitat and improve flood protection after a century of environmental degradation.
"In the past, our processes simply have been too slow to confront the challenges that we face. We have to move further and faster to address these challenges, whether it's environment or water supply," said Wade Crowfoot.
