Ask the doctor: Why do my teenage son's feet smell so bad and what can we do about it?
Briefly

It seems like you are doing all the right things, but clearly your son is suffering from excessive malodorous feet most likely localised eccrine bromhidrosis.
What's interesting is that sweat is usually odourless when secreted from the sweat gland. It is generally the bacterial degradation of secreted sweat or keratin that is the main cause of bromhidrosis.
Encourage your son to wear flipflops and 'air the feet' as much as possible. Certain skin conditions like intertrigo, erythrasma, and pitted keratolysis cause chronic skin moisture.
