The victims, ages 13 and 11, were running around and playing tag with about a dozen other children when the Black teen on the Citi Bike rolled down the block. The children were apparently in the bike rider's way, cops said.
Surveillance footage shows the teen shoving the 13-year-old to the ground and then putting the 11-year-old in a headlock, kicking and stomping him. Witnesses called 911, and NYPD is investigating as a hate crime.
