Miami police officers couldn't catch up to a homeless man who allegedly stole a car and committed multiple violent crimes, including the abduction and rape of a 14-year-old girl.
The homeless man grabbed the 14-year-old girl, walked her to a parking garage, and then to an apartment building where he raped her in the elevator, the report revealed.
