Representative Henry Cuellar, Democrat of Texas, and his wife, Imelda, are accused of bribery and money laundering in connection with a Mexican bank and an energy company owned by Azerbaijan. Payments were laundered through sham consulting contracts and shell companies.
Cuellar agreed to influence legislative activity and pressure executive branch officials for the benefit of the bank. He maintained his innocence, cleared his wife's work with the Ethics Committee, and vowed to run for re-election.
