'Absurd' NYC Council bill would let street vendors hawk in middle of sidewalks: 'Radical change'

"[The bill] would radically change how our sidewalks operate," said Dan Scorse, raising concerns about the potential obstruction caused by pushcarts.

"[The bill], as written, would allow a vendor to physically block another vendor," highlighting an absurd possibility under the proposed legislation.
