The hub, due to be opened in the second quarter of the year, will carry out day-case procedures and relieve some delays faced by patients from hospitals such as St Vincent's.
Although University Hospital Waterford is credited with having low emergency department trolley numbers, it has 1,347 patients waiting over a year for surgery.
