"The leader of Britain's worst council has been awarded an OBE, much to the chagrin of some residents. However, figures show Lambeth is one of the most complained-about councils in the city. Holland's council has twice been found to have acted unlawfully in the last year and has been accused of severe maladministration. Responding to the announcement, Holland said that she was extremely honoured and planned to use her OBE as motivation to continue working hard on the front line of service delivery."

In a separate case a week later, the court ruled that the council had also acted unlawfully by signing off on several music festivals in Brockwell Park, despite the complaints of residents. Just two months after, Lambeth was named among the worst performers in a report by the housing ombudsman,"
The council leader received an OBE while many residents expressed disbelief and anger. Lambeth ranks among the most complained-about boroughs and has twice been found to have acted unlawfully in the last year. Court rulings found unlawful implementation of a low-traffic neighbourhood and unlawful sign-off on multiple Brockwell Park music festivals. A housing ombudsman report recorded years of failure to carry out essential social housing repairs and cited severe maladministration, including a boarded-up bedroom window for over three years and inappropriate housing for a severely disabled child. The leader took control in 2021 and later became chair of London Councils despite poor adult social care performance.
