At this point, Joe Biden is simply the 'presumptive nominee,' but a virtual roll call before the Democratic National Convention could introduce other candidates for consideration.
While it would be easier if Biden voluntarily withdrew, convention delegates technically have the authority to nominate any candidate, even against their will.
Kamala Harris does not automatically become Biden's replacement; she would need to be formally renominated via a virtual roll-call vote before August 7, just like any other potential candidate.
