According to the ethics complaint, courts were working remotely beginning in March 2020 because of the COVID-19 pandemic. When the judiciary resumed in-person operations, it instituted a policy in September 2021 that allowed one day weekly of remote work for eligible staff members who obtained approval.
He acknowledged that L.C. worked remotely for about six months in 2022 and he authorized it, thinking that he had the power to do so.
