The judges' decision struck down a law that Mr. Netanyahu's government passed last year to limit the judiciary's powers. The more consequential part of the ruling, experts said, was a sweeping 12-3 decision determining that the top court had the authority to review and countermand Basic Laws, which have quasi-constitutional status in Israel.
Although Mr. Netanyahu's party said the court decision was in opposition to the nation's desire for unity, especially in a time of war, it was unclear what, if any, action his government would take.
