"In sum, homeowners who worked entirely within an Ohio municipal corporation throughout 2020, regardless of their reasons for doing so (‘COVID-19 or otherwise), are not entitled to a refund of the municipal income tax they paid to that municipal corporation during that time," the court wrote.
