Generally speaking, you'll be able to fast travel when you use payphones.
You can also head to a different region by speaking to Adam, who'll pilot the Tetrapod ship.
You can even fast travel upon completing certain quests.
Certain storyline beats may temporarily prevent you from accessing fast travel. For instance, you might be asked to activate a Solar Tower to restore power to a zone.
