Everyone is going to look at Germany during those couple of weeks when we have the championship here... That means our adversaries are going to try to do whatever they can to disrupt this.
You don't advertise your complex attacks... What you try to do with this is send out propaganda to make the security forces on those locations more nervous than they would normally be and hopefully motivate some individual actors.
