If your iPad still has a Home Button then merely holding the top-side power button is the simplest way to turn it on and off.
To shut down the iPad simply hold the top-side power button at the same time as the volume up button, until you see the 'slide to power off' message.
For older models, if the power-off tips don't work, simultaneously hold the power and home buttons until the apple logo appears.
Newer models like the Air & Pro can be restarted by pressing the volume up key, then volume down key, and finally holding the power button until the apple logo appears.
