The shooting happened about 12:59 a.m. Thursday in the 1400 block of 17th Avenue. Police said the victim was in his car and got into a verbal altercation with the occupants of another vehicle.
Police and Crime Stoppers of Oakland are offering up to $5,000 in reward money for information leading to the arrest of the shooter.
