The agreement, which would give European investigators new powers to access data from American tech companies, could be completed by the end of next year.
The new rules open up the prospect of U.S.-style data requests for user information by European police forces targeting online companies from Twitter to Amazon, firms whose tens of millions of users have thus far been protected by the EU's relatively tough privacy rules.
