What we can and can't know about the death toll in Gaza - Poynter
Briefly

From the earliest days of the Israel-Hamas war, global leaders have questioned the reliability of fatality data coming out of Gaza. In October, without citing a specific reason, President Joe Biden said he had 'no confidence' in the numbers.
That's because over most of the conflict, the figures have come from Gaza's Ministry of Health, an agency of the region's Hamas-controlled government. Without any other options, the United Nations and other leaders rely on Hamas government figures despite little transparency over its sources or methodology.
Confusion over the figures reached a boiling point on May 8, when the U.N. released data that showed a significant reduction in the number of women and children who had died in Gaza, indicating discrepancies in the reported casualties.
Israeli officials have also expressed concerns about the accuracy of the fatality data, highlighting the issues with relying on Hamas figures for casualties during the Israel-Hamas conflict.
