Canada's prime minister said the country will not pursue a free trade agreement with China and framed a recent deal as tariff adjustments, not a comprehensive trade pact. The statement responded to a U.S. threat to impose a 100% tariff on Canadian imports if Canada pursued a trade deal with Beijing. Under the US-Mexico-Canada agreement there are commitments not to pursue FTAs with nonmarket economies without prior notification. In 2024 Canada imposed a 100% tariff on Chinese electric vehicles and 25% on steel and aluminum; China retaliated with steep import taxes on Canadian canola, pork, and seafood. The recent arrangement reduced the 100% EV tariff, set initial caps of 49,000 Chinese EVs (rising to about 70,000 over five years), and anticipates Chinese investment in the Canadian auto industry within three years.
