"We're going to have unintentional noncompliance; who's going to know about this? Unless you belong to a chamber or business council, you're a small retailer..." said Frank Kerbein, discussing the challenges small businesses face in adapting to the new law.
"There were some tweaks to small retailers, but not enough to really provide the relief that they need... so they can compete with their larger big-box stores and online retail giants," said Ashely Ranslow.
