During the final phase of New York City’s fiscal crisis, visitors received warnings about going out at night, and some areas were avoided, including Coney Island. In 1975, local residents formed Astella Development Corporation, which gradually replaced vacant blocks with new affordable housing. Mermaid Avenue gained new life, and the area later reclaimed its seaside, carnival appeal as a family-friendly vacation destination.
